Like Item 14 (Warehouses) and Item 15 (Offices), it is classified as a "non-specified fire prevention property" where there are few unspecified general users. However, because the fire risk is more likely to increase due to the nature of the work, the handling of hazardous materials, open flames, and mechanical equipment, specific fire equipment standards are established for it.
Item 13 is subdivided into two categories, "A" and "B," depending on the handling of hazardous materials and the level of fire risk.
